Job Title: Regional Programmes Specialist
Location: Cape Town, Johannesburg or Kampala.
About this position
The Regional Programmes Specialist will be responsible for managing Sonke projects from the Dutch Ministry of Foreign Affairs (MoFA) as part of the Power to You(th) consortium led by Amref. Moreover, the incumbent will be responsible for coordinating and managing various aspects of the project, including planning and overseeing project implementation in the two Sonke programme focus countries, (Malawi and Uganda), implementing programme policies, conducting research and gathering resources, as well as communicating with various stakeholders.
Specific responsibilities include
1. Project Management
Working with partners:
- Overseeing the planning and coordination of project activities and providing guidance on project implementation to the country project teams and global management team.
- Support and assist the focus countries to implement project activities as per Theory of Change including prevention of harmful practices, youth leadership, prevention of SGBV and teenage pregnancies.
- Coordinate inter country collaboration between the 2 countries supported by Sonke, and between the other consortium implementing countries by knowledge sharing, inter country skills building, collaboration on similar events and campaigns.
- Coordinate visibility of project work across the MenEngage Alliance (MEA) and Sonke platforms
- Act as the point of contact between focus countries and Regional Programmes Network Unit (RPN) staff supporting MEA to ensure requests and expectations from either side are fulfilled.
- Contribute to ongoing M&E, support the baseline, mid-term and end of project evaluation of the project and coordinate focus country evaluations.
Training and capacity strengthening
- Conduct capacity assessment of the implementing partners (IP) to identify areas for development.
- Develop, implement and update capacity strengthening plan for IPs, identifying and coordinating support within Sonke and the consortium partners.
- Work with RPN MEA support staff as key resource to ensure capacity and training needs of the IPs are catered for especially around the TOC pathways.
- Coordination country and inter partner capacity and training support among IPs
- Provide relevant tools and strategic information documents to IPs to help them in the implementation of programmatic work and MEA campaigns.
Support given to country Coordinators
- Periodic check in with country coordinators to provide support and guidance in the implementation of the project.
- Provide opportunities for IP coordinators individual capacity development by linking them to training opportunities within Sonke/ MEA and other strategic partners at national, regional and international levels.
- Technical advice is provided through visits to project focus countries.
Compliance
- Ensure strict partner compliance to Sonke and donor reporting requirements including programmatic and financial reporting.
- Provide constant feedback to IPs on their performance regarding reporting compliance.
2. Network building
- Contribute to the growth of the MEA network in PFCs
- Create linkages between MEA country programmes and the project
- Provide regular reports to the Regional M&E coordinator in relation to the MEA strategic plan
3. Strategic relationship building
- Identify and follow up on potential partnerships and creating linkages that may be relevant to either the country partners or Sonke.
- Maintain functional relationships with already created partnerships especially those that are relevant to the project.
- Through invitation and meaningful involvement of key stakeholders to country level or regional project activities.
- Participate in activities and events hosted by agreed strategic partner organisations at regional and national level.
- Build and maintain relationships with other MoFA funded projects and keep in constant engagement with EKN staff supporting the project.
4. Budgeting
- Supervise the development of the country annual budgets and ensure that they represent the proposal in the work plans submitted and focus on the TOC pathways.
- Review financial reports to ensure that expenditure is in line with requirements and with agreed work plans.
- Strategically develop budgets for project events for example meetings, trainings etc., ensuring they are within Sonke policies and donor requirements.
5. General
- Represent Sonke at events, meetings and conferences as required or requested
- Support Sonke’s training needs
- Perform any other duties as agreed with your supervisor
- Participate in internal project review and Sonke/IPN planning meetings
- Submit monthly reports, timesheets and M&E reports.
Qualifications and other requirements:
- Bachelor’s degree in International Development, Law, Public Administration, Public Policy or other relevant social sciences.
- A post graduate qualification will be an added advantage
- 5-10 years of significant relevant professional experience in project management within an international organisation, designing and implementing complex/innovative programmes.
- Extensive experience working in the African region remote programme management experience is preferred
- Familiarity with gender transformative work with men and boys, including primary social change strategies, key organisations and networks in the region, key research findings and the associated evidence base for the work an advantage
- Possess a valid passport and willing to travel as required 30-40% of the time.
- Keen sense of ethics, integrity, and commitment to Sonke’s values
- Possess a valid drivers’ licence
Skills required:
- Demonstrated technical expertise in areas such as budget and resource management; donor reporting
- Recognised commitment to promoting gender equality, human rights and social justice
- Ability to work effectively and under pressure within an ethnically diverse team
- English proficiency both oral and written, working knowledge of French is an added advantage
- Good knowledge of Microsoft Word, Excel and PowerPoint. Proficient use of other ICT and internet software.
- A strong ability to motivate teams, maturity and strong leadership qualities are essential
- Good presentation and facilitation skills
