The M&E Manager position below supports and delivers on a 3-year AGYW Programme. The programme is being implemented in multiple districts across at least 2 provinces in South Africa.

 

 

Job Title: Monitoring and Evaluation Manager
Location: Gauteng Area, Gauteng, South Africa

Duties and Responsibilities

•Lead and coordinate the development, implementation and management of robust M&E system. This includes but is not limited to M&E framework development, data management mechanisms, data quality assurance and reporting
•Create or refine and enforce programme-wide M&E protocols, including manuals and reference guides, frameworks, data flows, data collection systems and tools for proper implementation of the M&E system.
•Manage and maintain the grant database
•Conduct M&E visits to implementing partners to provide M&E related orientation, training and mentorship for NACOSA implementing partners and programme staff
•Consolidate and validate data collected and assist Grant Management Team and Specialists to analyse and interpret the data
•Develop and submit monthly/quarterly/annual donor and other stakeholder reports as required
•Directly line manage a team of M&E Staff (2 M&E Officers) across provinces to ensure all M&E requirements are met
•Design, project manage and provide technical input for external programme evaluations and other operational research studies
•Research and recommend changes to improve M&E systems and determine requirements related to such changes
•Liaise with donors with regard to M&E requirements and attend meetings
•Assist with all other strategic information related to programmatic activities which involves data collection and analysis and enhanced data use to inform programme improvements
•Meet multiple donor M&E requirements, ensuring guidelines are followed and systems are implemented that enable the M&E requirements to be met.
•Working closely with the online data management system developers to ensure fit-for-purpose and timely delivery on data management and programmatic needs.

Requirements

We are looking for an individual with extensive experience and a proven track record of managing and implementing robust M&E systems and frameworks.

Qualifications and experience:

•Post Graduate degree or equivalent in the Public Health or Social Sciences sector (Monitoring and Evaluation qualification preferred)
•Minimum of 8 years’ experience in monitoring and evaluation including the design and management of M&E systems, indicators and targets for programmes in the health and social development sectors, HIV/AIDS or AGYW programme experience preferred
•At least 5 years’ experience in unit and staff management
•Experience with bilateral and multilateral donor M&E requirements including experience in maintaining donor relationships and communicating with donors
•Demonstrated understanding of data management systems
•Experience managing, consolidating, analysing and reporting across large data sets.
•Demonstrated capacity to lead workshops, training, and strategic planning sessions.

Skills and attributes:

•Strong technical skills – the incumbent should be a fast learner who can quickly grasp technical M&E requirements and clearly communicate these to the team, ensuring they are correctly implemented
•In-depth knowledge on the use of electronic data software programmes
•Leadership skills and the ability to manage and coordinate a team of staff, including direct line management of staff
•Strong planning, time management and project management skills
•Analytical thinker who is able to interpret quantitative and qualitative data to share relevant insights for programming and grant performance.
•Advanced level computer skills with work experience using data management systems and MS Office, in particular MS Excel and database software. This position requires sound data management skills across multiple platforms
•Experience in working and communicating across all levels, including effective interpersonal communication skills
•Ability to work independently, effectively and efficiently in a fast-paced, high stress environment
•Results-oriented, professional, accountable and proactive. Must be able to work with little supervision and take ownership of the grants
•Proficiency in English and /or any other South African language and excellent written and report writing skills
•Attention to detail and ability to deliver to a deadline
•Proven ability to work as a team member with multidisciplinary teams
•Valid drivers’ license, own reliable vehicle and willingness to travel extensively within South Africa.
