Summary Position Description:

We are currently seeking qualified candidates for the Director of the Determined, Resilient, Empowered, Aids Free, Mentored and Safe Initiative (DREAMS) Project implemented by FHI 360 under the Capacity Development and Support (CDS) Program in South Africa with PEPFAR/USAID funding. From October 1st, 2020, the DREAMS Project will support vulnerable Adolescents Girls and Young Women (AGYW) in 14 districts across 7 provinces of South Africa. It will aim to empower AGYW with human, social and economic assets to reduce their risk of HIV infection and expand their opportunities to lead healthy and productive lives and be valuable members of their communities. This project will have three components: Social Asset Building (SAB), Economic Strengthening (ES) and Family Strengthening/Parenting Education.

The DREAMS Project will be implemented as part of CDS, which contributes to the achievement of  the United Nations Program on HIV/AIDS (UNAIDS) 95-95-95 targets by promoting and facilitating access to  HIV testing services (HTS), with a specific emphasis on reaching vulnerable populations such as orphans and vulnerable children and youth (OVCY) as well as AGYW and their male sex partners. CDS also strengthens referrals and linkages to anti-retroviral treatment (ART) and works with its partners to provide ongoing care and support, including adherence support, to ensure viral suppression.

The various programmatic components of CDS also address many of the social and structural factors which contribute to vulnerability to HIV infection, such as harmful gender norms and gender-based violence (GBV). In addition, CDS implement an Orphans, Vulnerable Children and Youth (OVCY) program. Institutional capacity development (CD) and monitoring and evaluation (M&E) are cross-cutting activities.

Key Duties and Responsibilities:

  • Reporting to CDS’s Chief of Party, the DREAMS Program Director (DPD) is responsible for the overall implementation and oversight of the DREAMS Project under CDS, including managing the work planning and budgeting process as well as overseeing and supporting the project staff. In particular, the DPD will coordinate and oversee the implementation of the Social Asset Building (SAB) and Economic Strengthening (ES) activities under the DREAMS Project in South Africa.
  • The DPD will serve as the key liaison between CDS and other DREAMS implementing partners (IPs) of USAID/PEPFAR, relevant government departments, the private sector, and USAID Activity Managers. Her/his primary responsibilities are to provide overall leadership and technical oversight of this project.
  • The DPD will be expected to identify issues and risks related to the project implementation in a timely manner and suggest appropriate risk mitigation measures and program adjustments. S/he will supervise activity implementation and ensure both SAB and ES activities meet the stated goals and reporting requirements while adhering to the agreed work plan and budget.
  • The DPD will work with the COP and Finance & Budget Operations Director to ensure that the DREAMS Project’s operations adhere to organizational policies and procedures, donor rules and regulations, international project management and auditing standards, local labor laws and statutory regulations of the country.
  • In collaboration with the COP and the Director of Monitoring and Evaluation (M&E), the DPD will ensure regular monitoring and review of project activities to ensure implementation fidelity and quality assurance/quality improvement.
  • S/he will provide direction, guidance, assistance and supervisory support to technical advisors and managers for the ES and SAB activities, as appropriate, to carry out their assigned responsibilities.

Minimum Qualifications and Job Requirements:

  • Minimum of 10 years of experience in the field of HIV/AIDS, with at least 5 years of experience in PEPFAR-funded DREAMS/AGYW programming as well as in managing SAB and ES programs. DREAMS programming experience in South Africa will be a plus.
  • Masters or Doctorate degree in the social sciences, international development, economic development, business administration, or relevant field. A combination of studies in the Sciences and Economics will be an added advantage.
  • Demonstrated experience managing projects that require delivering at high pace and managing demands from multiple stakeholders as well as projects with a similar size/scope (i.e., at least 10 million USD and a staff complement of hundreds). This includes proven skills in financial management, human resources management, and technical oversight.
  • Strong relationship management skills; and proven ability to coordinate with government stakeholders, multiple implementation partners as well as the private sector
  • Solid knowledge of the UNAIDS 95 95 95 objectives, strategies for linkages, layering and referrals between community and clinical services.
  • Strong familiarity with PEPFAR and USAID policies, procedures, rules, regulations and reporting requirements for INGO-led projects.
  • Excellent verbal and written communication skills in English.
