Higher Education and Training Health Wellness and Development Centre is an implementing agency of the Department of Higher Education and Training (DHET) in respect of health, wellness and development of students and staff at 26 public universities and 50 technical and vocational education and training (TVET) colleges, with some 400 campuses across the country.

The organisation is a national force for youth development, inspiring and enabling students to safeguard their health and wellbeing and pursue opportunities for personal growth and social responsibility. Based at the Head Office in Centurion, The Higher Education and Training Health, Wellness and Development Centre, (Higher Health) seeks to fill the following vacancy:

 

Job Title: Programme Manager (3 year contract)
Location: Head Office in Centurion,

The Programme Manager will lead the Europe Union grant management and Higher Health capacity development programmes with deliverables aligned to the grant contract and Higher Health strategy. Also providing dedicated and specialised programme management, providing capacity building, completing process evaluation and overall guidance, mentoring, support, and reporting at an operational and strategic level. This position will report to the Director of Programmes.

Key responsibilities for this exciting and senior position include:

  • Responsible for the satisfactory achievement and implementation of the project, on time, within budget and attaining project deliverables as presented in the workplan
  • Developing and implementing PSET institution’s capacity building plans on COVID-19, GBV, Mental Health & Substance Abuse
  • Leading the development & implementation of a baseline, mid-term, and end line evaluation of the project
  • Development of routine & scheduled analytical reports, on programmatic and financial performance of the project to Higher Health executive management, Board of Directors, and Funders
  • Planning and implementing the human resources component of the project in accordance with the overall work-plan using both human capacity and financial resources available in the most effective/efficient way
  • Identifying & contracting qualified local and international consultants and ensures timely delivery of services and payments as well as report to Director of Programmes on competition of assigned tasks
  • Be the custodian of the project budget
  • Monitoring project expenditure to alignment with cost categories and work plan – monitor financial burn rate vs programmatic performance
  • Leading effective communication and coordination of activities related to capacity development between HIGHER HEALTH, PSET institutions and other stakeholders to ensure consistent service delivery and to follow up on matters related to project activities

The Programme Manager must possess and be able to demonstrate:

  • Master’s in Public Health
  • Minimum 10 years’ experience in public health with 5 years Management experience
  • Working knowledge in programming and capacity development on programmes include Mental Health, Gender Based Violence,
  • COVID-19 and related services
  • Knowledge of provincial and district health structures
  • Experience working in a donor funded organisation or project-based environment
  • Pro-active, able to exercise discretion and independent decision-making
  • Able to prioritise own workload and work towards deadlines
  • Proficient in all Microsoft Office packages (Microsoft certification is essential)
  • Strong report writing skills
  • Strong Monitoring & Evaluation Skills
  • Project & Programme Management
  • Donor Reporting experience
  • Operational & Strategic Management experience
  • Stakeholder Engagement experience
  • Ability to work well under pressure and to maintain effectiveness during changing conditions
  • Flexible working hours including weekends as required
