NACOSA is a network of over 2,500 civil society organisations working together to turn the tide on HIV, AIDS, TB and GBV in Southern Africa. NACOSA promotes dialogue, builds capacity with accredited training, mentoring and technical assistance and channels resources to support service delivery on the ground, particularly among children and youth, key populations and women and girls.
As a principal recipient of the Global Fund and in partnership with USAID and PEPFAR and other public and private sector partners, NACOSA works at all levels – from international agencies and national government, right though to sub-district services and small, community groups. NACOSA acts as a bridge between people and health and social services. NACOSA’s programmes reach around 270,000 people affected by HIV, AIDS, TB and gender-based violence.

Job Summary:
Duties and Responsibilities:
Full responsibility for the financial administration of the USAID award, this includes but is not limited to:
•Compliance
Ensure that NACOSA and the sub-awardees are adhering to organisation policies and procedures, statutory (South African) and donor regulations. Where weaknesses are identified, you will recommend policies and procedures that can be implemented.
Lead the Recipient Contracted Audit of USAID Resources, being the primary contact person for NACOSA during the process.
•Financial planning:
Prepare and monitor detailed workplan budgets and budget narratives for NACOSA and sub-awardees. Prepare cash flow forecasts, and request changes (NACOSA) and approve changes (sub-awardees) to the budgets where necessary.
•Grant management:
Administration of the grant agreements between NACOSA and USAID and NACOSA and sub-awardees, ensuring that all grant conditions are being met.
Full financial control and oversight function of the award for NACOSA and the sub-awardees. Ensure that there are appropriate policies and procedures at NACOSA and sub-awardee level. Provide training and support to non-financial staff and sub-awardees where required.
•Accounting and accounting systems:
Review all income and expenditure allocated to the project accounts to ensure all entires on the ledger are valid, accurate and complete.
Ensure that all assets purchased with donor funding have been recorded on the asset register, and are fully accounted for and insured.
Prepare monthly fund accountability statements for NACOSA.
•Financial Reporting:
Approval and consolidation of financial reports from sub-awardees.
Internal financial reporting to management and the Board.
External financial reporting to the donor and other stakeholders, it is important to have experience in preparing all of the USAID financial reports that are required during the life cycle of a grant agreement.
•Staff management:
This position is currently supported by 1 x Finance Officer.
Requirements:
Required qualifications, skills and experience:
•A minimum of Bachelor’s degree in finance, business administration or a closely related field. A Master’s degree is preferred;
•A minimum of 8 years of progressively responsible experience in overseeing financial operations and management of large-scale, complex development activities in developing countries;
•A minimum of 5 years of experience overseeing the procurement administration and financial management and reporting of a PEPFAR-funded activity;
•Demonstrated working knowledge of U.S. Government financial and procurement rules and regulations; and
•Demonstrated written, presentation, communication and organizational skills in English.
