NACOSA is a network of over 2,500 civil society organisations working together to turn the tide on HIV, AIDS, TB and GBV in Southern Africa. NACOSA promotes dialogue, builds capacity with accredited training, mentoring and technical assistance and channels resources to support service delivery on the ground, particularly among children and youth, key populations and women and girls.
As a principal recipient of the Global Fund and in partnership with USAID and PEPFAR and other public and private sector partners, NACOSA works at all levels – from international agencies and national government, right though to sub-district services and small, community groups. NACOSA acts as a bridge between people and health and social services. NACOSA’s programmes reach around 270,000 people affected by HIV, AIDS, TB, and gender-based violence.
NACOSA is looking for a suitably qualified candidate within South Africa to support the implementation of the OVC/DREAMS programme under the USAID award entitled Preventing HIV/AIDS in Vulnerable Population focusing on OVC in the Western Cape.

Job Summary:
The Programme Manager will oversee and provide capacity to 5 sub-recipients in the seven sub-districts of Cape Town namely Southern, Mitchells Plain, Khayelitsha, Northern, Tygerberg, Eastern and Western.
The key role of the Programme Manager will be to manage the implementation of the programme on a daily basis and support organisations in meeting deliverables in line with the programme objectives and plans. To ensure compliance of donor reporting requirements, the role will closely monitor sub-recipients’ program performance, governance structures and internal controls, while providing mentoring and capacity building to strengthen their programmatic planning, implementation and innovation capacity and track of results.
The Programme Manager Role:
The Programme Manager position will support and deliver on NACOSA’s USAID funded Preventing HIV/AIDS in Vulnerable Population focusing on orphans and vulnerable children (OVC) in the Western Cape. This position focuses on delivering 3 core streams in reaching OVC programmes to:
•Comprehensive Case Management (CCM)
•Determined, Resilient, Empowered, AIDS-Free, Mentored and Safe (DREAMS)
•Primary Prevention (PP)
The key performance areas of the role are:
•Contribute significantly towards the development and maintenance of a Programme Implementation Description detailing the theory of change and the implementation model aligned to country priorities and evidence informed methodologies.
•Contribute to the programme work plan in alignment with the NACOSA strategic plan and funder agreements and coordinate and manage the implementation of the work plan over the grant period.
•Assist with programme budgeting process and monitor and report on programme expenditure.
•Manage the sub-recipients and support their delivery of programme objectives.
•Provide in-depth programmatic guidance and leadership to implementing partners through meetings, workshops, capacity building interventions and materials development.
•Collaborate with the Strategic Information Manager and analyse programme performance and report to stakeholders and donors as required.
•Produce written reports and presentations on programme objectives, implementation plans and performance.
•Supervise programme quality officers and guide their supporting actions to sub-recipients.
•Coordinate with other programme stakeholders to ensure the delivery of a harmonized, high impact programme.
•Network with, and build strategic alliances and relationships with key stakeholders in the OVC and DREAMS field and act as a thought leader in the development and evaluation of OVC and DREAMS programmes in South Africa.
Requirements:
Required qualifications, skills and experience:
We are looking for an experienced Programme Manager with a successful track record of programme management.
•Bachelor degree or equivalent in Social Science/Public Health or related discipline. A Masters degree will be an added advantage.
•Minimum of 5 years specific HIV prevention related work experience in the health and social development sectors, and preferably in the field of OVC and AGYW vulnerable to HIV.
•Minimum of 5 years experience in managing USAID programme planning, implementation, management and M&E, including management of outsourced partners.
•Knowledge about: HIV prevention, sexual and reproductive health; child protection, Gender Based Violence, HIV Testing Services; evidence-informed, access to schooling and rights-based programming; the relevant national policies and guidelines pertaining to OVC services.
•Excellent communications skills in English including the ability to guide implementers and service providers on the programme. The ability to converse in Afrikaans and Xhosa will be an advantage.
•Must be analytically minded and have excellent writing skills, including the ability to compile insightful and user-friendly reports.
•Excellent computer skills (Word, Excel, PowerPoint) with experience of web-based data systems and ability to create graphs, flow diagrams and GANTT charts.
•Must be highly organised, deadline driven and efficient with planning skills and a proactive and positive approach.
•Ability to work well in a team environment, and to coordinate multiple inputs to tight deadlines, with a variety of internal and external stakeholders.
•Understanding of the NGO sector and knowledge of big donor processes/requirements will be a benefit.
•Must be a human rights advocate with excellent advocacy skills and experience.
•Driver’s license.
•Willingness to travel within the Western Cape.
