Job Summary:
NACOSA is looking for suitably qualified candidates within South Africa to manage the implementation of the DREAMS program in the Limpopo Province. The positions are available immediately.
The successful candidates will support provincial oversight and management of a GBV programme; focusing on the delivery of GBV prevention programmes and GBV care and support programmes.
The Key Performance Areas of the Role Are:
•Support the recruitment, selection and grant orientation of implementing partners as per Grant Management Guidelines
•Coordinate and manage provincial programmatic workplans and ensure that grant implementation is in alignment with the approved workplan, budget and targets.
•Provide in-depth programmatic guidance, mentoring, technical assistance and leadership to implementing partners
•Monitor and analyze the programme performance of implementing partners and provide course correction where needed.
•Lead in periodic assessments of program quality and support data and finance quality assurance assessments with implementing partners
•Review and analyze implementing partner reports and site visit findings to identify service delivery gaps and enable meaningful consideration of performance, risks and programme progress and impact. Address shortcoming and risks immediately and effectively.
•Produce periodic reports on programme objectives, implementation plans and performance including Monthly report, Quarterly Narrative Progress report.
•Support the Program Manager in making payment recommendations on implementing partners and communicate outcomes to sub-awardees.
•Network with, and build strategic alliances and relationships with key provincial and district stakeholders in the AGYW, gender and sexual violence field and act as a thought leader.
•Represent NACOSA at high level technical meetings and forums at provincial and district level.
•Manage the Provincial DREAMS Implementation strategy and ensure collaborative relationships and bi-directional linkages with other USG funded DREAMS implementation partners.
•Attend quarterly engagement with PCAs, DACs and other relevant provincial and district structures to provide programme progress update.
Requirements:
Required qualifications, skills and experience:
We are looking for an experienced Programme Specialist with a successful track record of programme management.
•Bachelor degree or equivalent in Social Science/Public Health or related discipline. A Master’s degree will be an added advantage.
•Minimum of 5 years specific HIV prevention related work experience in the health and social development sectors, and preferably in the field of OVC, AGYW and/or survivors of sexual violence
•Experience in programme planning, implementation, management and M&E, including management of outsourced partners.
•Knowledge about: HIV prevention, sexual and reproductive health; HIV Testing Services; GBV programming; evidence-informed and rights-based programming for survivors of GBV, particularly for adolescent girls and young women; functioning of Thuthuzela Care Centres; the relevant national and provincial policies and guidelines pertaining to GBV and HIV services.
•Excellent communications skills in English, including the ability to guide implementers and service providers on the programme.
•Must be analytically minded and have excellent writing skills, including the ability to compile insightful and user-friendly reports.
•Excellent computer skills (Word, Excel, PowerPoint) with experience of web-based data systems and ability to create graphs, flow diagrams and GANTT charts.
•Must be highly organized, deadline driven and efficient with planning skills and a proactive and positive approach.
•Ability to work well in a team environment, and to coordinate multiple inputs to tight deadlines, with a variety of internal and external stakeholders.
•Understanding of the NGO sector and knowledge of big donor processes/requirements will be a benefit.
•Must be a human rights advocate with excellent advocacy skills and experience.
•Driver’s license.
•Willingness to travel.
