Job Title: Head – Treasury Advice
Location: Cape Town, Parliament of the Republic of South Africa is seeking to appoint a senior manager to fulfil the position of:
Duration: 5 Year Fixed Term Contract

The successful candidate will lead and manage the Treasury Advice Office and provide strategic, specialist and objective financial management advice, analysis and technical administrative support to the Speaker on the National Assembly and the Chairperson of the National Council of Provinces acting jointly as Executive Authority in terms of the Financial Management of Parliament and Provincial Legislatures Act, 2009 that aims to strengthen institutional governance, financial management processes, practices and decisions to ensure institutional financial sustainability.

The Head: Treasury Advice will be responsible for:

  • Advise the Executive Authority on institutional planning, budgeting and performance related matters
  • Advise the Executive Authority on Financial Management and related matters
  • Advise the Executive Authority on compliance, audit and reporting related matters
  • Advise on and develop policy, regulations, instructions, norms and standards
  • Operations management and planning
  • Financial Management and Reporting
  • Human Resources Management

The Head: Treasury Advice must meet the following criteria:

  • Master’s Degree in Public Finance, Business, Accountant, Business Economics or related (NQF level 9)
  • 8 years relevant experience of which 5 years must have been at a senior management level in a similar environment

Relevant skills required:

  • Extensive knowledge in the interpretation and implementation of the Financial Management of Parliament and Provincial Legislatures Act and experience in the development of Treasury guidelines for the implementation Act
  • Extensive knowledge of the Public Finance Management Framework in South Africa, the Fiscal Policy of National Government, Government Revenue and Expenditure, National Treasury regulations, norms and standards
  • Extensive knowledge and understanding of strategic planning, budgeting, performance and reporting within the Public Finance environment
  • Knowledge of all relevant legislation and controls within public finance environment
  • Good understanding of database development and management
  • Good understanding and knowledge of Public Sector Audit environment
  • Knowledge and understanding of Accountability and Governance in the Public Sector environment
  • Knowledge and understanding of risk management and financial controls within the Public Finance environment
  • Ability to communicate effectively at all levels (written, verbal and presentation)
  • Knowledge and understanding of the sensitivities within a political environment
  • Excellent knowledge of financial modelling and analysis information for reporting
  • Strong tact and diplomacy skills and able to operate within a political environment
  • Chartered Accountant would be an advantage
