Work Description:
The District Clinical Advisor is responsible for training and mentoring DOH / Aurum clinicians in the management of TB and HIV cases. The role provides guidance and shares skills/expertise on best practice with respect to the management of patients with advanced TB and / or HIV cases. The role is also responsible to optimize the capacity of DOH / Aurum staff to provide comprehensive, integrated management of HIV and TB; through a systematic Quality Improvement approach.
Technical Work Responsibilities
•Stakeholder management
•Apply knowledge relating to TB and/or HIV management
•File and Facility Audits piloting and audit roll-out implementation
•Develop customised programmes based on situational analyses/file and facility audits
•Facilitate Continuous Quality Improvement and ensure programme improvement
•Clinical management of HIV/AIDS and TB
•Training and mentoring health care providers
•Represent Aurum at sub-district level organizational and external stakeholder meetings, as may be required
•Implementation of a Situational Analysis of the state of TB and HIV clinical care in the sub-district; including but not limited to:
•Implementation of file and facility audits to determine the state of clinical (and other) management of HIV-infected persons and TB in select DOH facilities and all Aurum facilities in the sub-district; in order to inform (along with the “Rapid Assessment”) development of a customized programme of quality and sustainable care for HIV-infected patients with complicated TB
•To obtain a district-wide understanding of the management of HIV-infected persons
•Keeping abreast of international developments and debates on HIV/AIDs and TB prevention, care and treatment
•Clinical consultation of patients at Aurum-supported secondary and tertiary TB& HIV clinics in order to retain clinical acumen and expertise
Requirements
Education
•A medical degree (MBChB)
•Up to date & valid registration with the HPCSA
•Demonstrable thorough understanding of the SA Department of Health district health system, policies and guidelines
•Demonstrable knowledge of HIV/AIDS TB management beyond primary care level
Advantageous
•A Diploma in HIV/TB Management
•Experience in Quality Improvement methodology
Experience
•At least 4 years’ experience in patient management in the TB/HIV/AIDS prevention, treatment and care field
•Demonstrable experience in clinical management of HIV/AIDS and TB beyond primary care level
•At least 2 years’ experience in training health care providers
•A track record of the ability to work independently and as part of a multidisciplinary team

•SA Citizen or valid work permit to work in South Africa
•Advanced computer skills
•Driver’s licence
•Own car
•Minimal/Moderate/Excessive overnight travel (up to 30%) by land or air if required
•Willing to work overtime
